The Howley Foundation pledged up to $15 million over a 14-year period for college scholarships for up to 10 promising graduates of seven Philadelphia high schools, including West Catholic Prep. Combined with Drexel scholarships, the program ensures that each scholar sustains zero out-of-pocket expenses for tuition, room, and board, covering the full cost of attendance when combined with other sources of financial aid.
